Signal uses standard cellular mobile numbers as identifiers, and uses end-to-end encryption to secure all communications to other Signal users.

Collect It All, Process It Later” (CIAPIL), collects and stores all encrypted data with the intention of decrypting and analyzing it later using advanced technologies, such as quantum computing.
