@Amtrak what is the point of reserving a seat in Business Class well in advance, be issued a ticket, and then be informed on the train you are in a less desirable seat. Not acceptable. You can do better.

The issue is short term thinking of state politicians sand bagged them. Most of these studies were then buried in archives to rarely see the light of day.
