@Azure Turns out it was a Global outage (according to Service Health) and it lasted from about 2:30PM to 1:30AM! 11 hours of outage, 10 hours past the availability guarantee. Still not reported under Azure Status. Massive #azure failure.

Over 6+ hours of complete @Azure B2C outage. Only a minor note in service health (QTRM-RPZ). Nothing on the outage on status page. Why @AzureSupport Isn't B2C meant to have a higher SLA?
