It is a voluntary program that saves you 20% on your utility bill. “All of the customers affected had enrolled in a voluntary program, called AC Rewards.”

That meter has nothing to do with completely unrelated “saver switch”tech that has to be wired into thermostats &AC with written consent. In any event, government has nothing to do with it.

This is conflating two entirely different things: (1) A meter that transmits the number of kilowatts hours used for billing purposes so someone doesn’t have to physically read a analog meter and (2) a voluntary “saver switch” attached to your AC.
